Mason County, WA Cannabis Regulations: Dispensary Zoning (2026)

Chapter 17.17, "Recreational Marijuana," is Mason County's local implementation of the state's Initiative 502 framework, adopted because the county recognized it needed its own zoning and permitting policy even though the state licenses producers, processors and retailers under RCW 69.50 and WAC 314-55, per Sections 17.17.001 and 17.17.002. Section 17.17.008 lists the zoning districts where a marijuana retailer, the closest equivalent to what shoppers call a dispensary, may locate: rural commercial 2 through 5, general commercial and commercial-industrial in the Shelton UGA, the highway commercial and business park districts in the Allyn UGA, and the mixed use and general commercial districts in the Belfair UGA.

Notably, the printed text of Section 17.17.008 labels the permitted-use holder "licensed marijuana processors," an apparent drafting carryover from the parallel processor-licensing section, even though the section heading and lead sentence describe retailer licensing; the district list itself is what governs where a retail storefront may open. Unlike production and processing, which Section 17.17.006 and 17.17.007 also allow in rural residential zones under acreage and tier conditions, retail is confined strictly to the nonresidential districts listed in Section 17.17.008, with no rural residential option at all. Violations of Chapter 17.17 are enforceable under MCC Chapter 15.13 or applicable state law, per Section 17.17.009.
