01 and Ohio Administrative Code Rule 1301:18-2-06 into a narrow footprint. A dispensary is limited to zoning districts C-2 and C-5, and only where the location falls on the Oregon Cannabis Dispensary Corridors Map dated August 16, 2024, attached to the ordinance as Exhibit A; unless a site is expressly shown as permitted on that map, all other locations in the city are prohibited, regardless of the underlying C-2 or C-5 zoning. Dispensary spacing further follows the general commercial-use spacing rules of Ohio's cannabis control licensing framework.

11(b) requires every dispensary to meet the architectural design standards of Chapter 1343 and win Design Review Committee approval before opening. 11(c) requires a minimum six-foot-high screen fence along any property line abutting a residential district or use. 11(d) restricts advertising: no merchandise or pictures of the products or product use may be displayed on signs or in window areas visible from the sidewalk, street or public way, and no sign may bear an image depicting or describing a marijuana leaf or the combustion of plant material unless it is part of the business's registered brand logo.

Together the corridor map, design review, fencing and signage rules make Oregon's dispensary siting rule considerably tighter than the base commercial zoning alone would suggest.
