5 of Chapter 4, Title 9. 1753 establishes five specific overlay districts: the Fairmont Overlay District (CO-F), the Linda Mar Overlay District (CO-LM), the Park Pacifica Overlay District (CO-PP), the Rockaway Beach Overlay District (CO-RB) and the Sharp Park Overlay District (CO-SP), mapped onto the zoning map described in Article 3. 1754, no cannabis use is permitted by right anywhere in the City; a cannabis retail operation is allowed only as a conditional use inside a CO overlay, subject to a cannabis activity permit and the definitions and findings in Article 48.

1755 caps the citywide total at six retail operations and further limits each district to two permits in CO-F, CO-LM and CO-PP and three permits in CO-RB and CO-SP. 4803 confirms the same locational rule for the operations themselves: cannabis manufacturing is confined to the C-3 Service Commercial District and cannabis testing to the C-2 or C-3 Districts, while retail stays inside the CO overlay. Development standards inside any CO district remain those of the underlying zoning district, and a cannabis operation still needs any other discretionary approval the underlying zone requires, including a coastal development permit where the site sits in the Coastal Zone.

4803(c)(1) further ties an operator to a single business and a single parcel: no owner or operator may run more than one cannabis operation citywide, and no lot may host more than one cannabis operation.
