Rockville, MD Cannabis Regulations: Dispensary Zoning (2026)

Maryland legalized adult-use cannabis sales effective July 1, 2023, and multiple licensed dispensaries operate in and around Rockville, including locations along Rockville Pike and in surrounding commercial areas. The Maryland Cannabis Administration (MCA) issues state licenses for dispensaries, while local jurisdictions retain authority over siting and zoning under HB0805. Rockville's zoning ordinance governs where cannabis retail establishments may locate. Dispensaries generally require a commercial or mixed-use zoning designation and must comply with any applicable buffer requirements from schools, playgrounds, and other sensitive uses. Montgomery County has adopted regulations addressing cannabis business locations within unincorporated areas, and the City of Rockville exercises independent zoning authority within city limits. Dispensaries must obtain a certificate of occupancy from the city in addition to their state cannabis license.
