Walla Walla County, WA Cannabis Regulations: Dispensary Zoning (2026)

Walla Walla County Code Section 17.16.010 states plainly that marijuana cooperatives, marijuana producers, marijuana processors, marijuana retailers, and the sale of marijuana and/or marijuana products are prohibited land uses in unincorporated Walla Walla County. Because the prohibition sits in the chapter that establishes permitted uses countywide, it applies across every zoning district in the unincorporated area, from the Primary Agriculture and Rural Residential districts to the Heavy Industrial and General Commercial districts; there is no district-by-district opt-in and no conditional use path that could authorize a marijuana business anywhere outside city limits.

The ban was written into the code through amendments in 2005 and 2007 and was carried forward when the chapter was reorganized in 2009, and it has not been repealed since Washington legalized recreational marijuana under state law, meaning the county has affirmatively kept its local prohibition in place rather than deferring to the state licensing scheme. A person seeking to open a licensed marijuana retailer, producer, or processor in Walla Walla County has to locate inside an incorporated city, such as the City of Walla Walla, College Place, Waitsburg, or Prescott, and satisfy that city's own zoning code, because none of those municipalities' rules apply in the unincorporated area and the county's own code forecloses the use entirely. Community Development treats any application for a marijuana-related land use in the unincorporated area as categorically ineligible rather than subject to case-by-case review.
