Flower Mound Cannabis Regulations: Home Cultivation Rules (2026)

Cannabis home cultivation is illegal in Flower Mound and the entire state of Texas. Texas Health and Safety Code Chapter 481 (Texas Controlled Substances Act) classifies marijuana as a Schedule I controlled substance under Penalty Group provisions. Possession of a usable quantity of marijuana is a criminal offense regardless of intent. Possession of two ounces or less is a Class B misdemeanor punishable by up to 180 days in jail and a $2,000 fine.
