Palo Alto, CA Cannabis Regulations: Home Cultivation (2026)

Palo Alto follows California Proposition 64 (Adult Use of Marijuana Act), which permits adults 21 years or older to cultivate up to six living cannabis plants per private residence for personal use, regardless of the number of adults in the home. Palo Alto Municipal Code restricts personal cultivation to the interior of a private residence or a fully enclosed, secure accessory structure; outdoor personal cultivation visible from public view is prohibited, consistent with state law authorizing cities to ban outdoor grows. Plants must be kept in a locked area not accessible to persons under 21, must not produce odor or noise detectable from neighboring properties, and cannot create a fire or electrical hazard. Commercial cultivation for sale is prohibited in Palo Alto. Cultivators must comply with building and electrical codes for any lighting, ventilation, or irrigation modifications.
