The City of Selma regulates cannabis cultivation under Chapter 32 of the Selma Municipal Code, which was adopted to address both medical and recreational marijuana. Outdoor cultivation of cannabis is prohibited throughout the city. Indoor cultivation of cannabis is permitted in residential zones with a permit from the Community Development Director. Plants must be grown inside an enclosed structure that prevents odor, visibility, and access by minors. While California Proposition 64 (the Adult Use of Marijuana Act) allows adults 21 and older to cultivate up to six plants per household for personal use, local jurisdictions retain authority to regulate the manner and location of cultivation. The cultivation area must comply with all applicable building and electrical codes, including proper ventilation and lighting that does not create a fire hazard. Growing operations must not create nuisance conditions such as excessive odor, noise from ventilation equipment, or mold from humidity. Cannabis cultivation for commercial sale is prohibited within city limits. The City adopted these regulations citing concerns about public safety, neighborhood character, odor complaints, and potential impacts on minors. Growers must comply with both the local permit requirements and the state limit of six plants per household.
Outdoor cultivation may result in code enforcement action, plant removal orders, and administrative fines.
