Appleton bans standing, sitting, lying down or otherwise occupying a street or sidewalk in a way that obstructs pedestrian or vehicle traffic, or loitering near building entrances to annoy passersby, under Sec. 16-9(a). Kiosks and decorative objects can't go in the right-of-way except on City-provided benches, and sandwich-board signs must follow the City's temporary sign policy.
