Obstruction Rules
Clarksville bans placing goods, wares, merchandise or any obstruction on a street, sidewalk, alley or public way, except briefly while actively moving items. Except as provided in section 11-510, no person shall obstruct any street, sidewalk, alley or other public way or portion thereof by placing thereon any goods, wares, merchandise, or any other obstruction except temporarily and while actively engaged in moving a portion of the goods. Neither shall any person obstruct any public way or portion thereof by opening boxes or crates thereon.
