Any parade, march, rally or other special event on Clearwater's streets, parks or beaches needs a permit from the city manager under Sec. 22.81. Organizers must apply 30 days to 12 months ahead, carry liability insurance covering the parade route and assembly area, and can appeal a denial to the city council within five business days.
