Elgin makes it unlawful to keep any animal whose habitual barking, howling, or other loud noise disturbs the peace of people nearby. A first complaint alone is not automatically an impoundable offense, but once a hearing officer or court finds a violation, a repeat incident lets police or animal control impound the animal as a public nuisance and the owner can be ordered to abate it.
