Shared E-Scooter Rules

Any company offering shared electric scooters or bikes for rent in Eugene needs a city license before operating, under EC 3.570. The city manager sets operating rules by administrative order, covering insurance, safety, device caps, and where riders can and can't leave devices. Current through Ordinance 20739.

(1) No person or business may offer, in exchange for compensation, shared micromobility devices within the corporate limits of the city without a valid license for such activity. (2) The city manager may issue a license to offer shared micromobility devices upon finding that the applicant has met all requirements of this code and any rules adopted under this chapter.

Bike Lane Rules

Parking or standing in a marked bicycle lane is prohibited in Eugene unless the vehicle leaves at least 3.5 feet of unobstructed bike lane between it and the nearest travel lane, under EC 5.225(1)(i). It is one of the code's most heavily fined parking violations: up to $1,000 under EC 5.990(3), double the standard $500 parking fine.
