Under Gilroy City Code § 16.6-1, no one may open a cardroom without a city permit, a business license, and state registration under the Gambling Control Act. The city council will never issue more than one cardroom permit at a time, caps that room at twelve tables, and requires cardrooms to lock away alcohol between 2 a.m. and 6 a.m. Violating any part of the ordinance is a misdemeanor.
