Huntington Beach Municipal Code Section 8.21.080(B) requires refuse to be stored so it will not provide harborage to rats, and Section 8.21.070 makes any unauthorized accumulation of refuse on a property a declared public nuisance. Occupants must keep containers covered, durable and rodent-resistant, and property owners bear the City's enforcement costs for noncompliance.
