When Irvine issues a building permit for a new private pool or spa, or the remodel of an existing one, at a single-family home, the pool must have a Health & Safety Code §115923 enclosure plus at least one more layered safety feature: mesh fencing, a rated safety cover, door/window exit alarms, a self-latching door device, or a certified water-motion alarm.
