Filming a movie or television production in Joliet requires a permit whenever the shoot takes place on, or impacts, a public way or public property such as streets, sidewalks, alleys or parks, under section 5-46. News crews, interviews, documentaries and B-roll are exempt if they don't interfere with traffic, but a permitted production must carry $1 million in general liability and $1 million in combined bodily injury, property damage and auto liability coverage naming the city as additional insured.
