Section 5-49 is short but specific: uniformed police officers must be assigned to a permitted movie or television production during any road closure, and the cost of that police detail falls on the production company, not the city. The chief of police, or a designee, also retains standalone authority to require officer assignment whenever it is deemed advisable for public safety, independent of whether a road is actually closed. Section 5-50 builds out the logistics around a closure: parking signs and meter covers associated with the production can only be posted by the police department, again at the production's expense, and the relocation of parked vehicles out of a permitted zone can only be carried out by the City of Joliet itself, not by the production's own crew.

Crew parking must be arranged in advance directly with the Joliet Police Department. unless the Joliet Police Department approves an exception in advance, and residents within a two-block radius of the location must receive at least 72 hours' notice describing the production company, filming times, any parking or traffic restrictions, planned special effects, and contact information for on-site personnel. The production also may not interfere with routine neighborhood activity, such as garbage collection, street cleaning or access to private property, without the city's prior approval.
