Transient Occupancy Tax
In the City of Lake Elsinore, every hotel operator must collect a transient occupancy tax from guests staying 30 consecutive days or less, at a rate set by City Council resolution under LEMC Chapter 3.32. Short-term rentals are legally defined as "hotels" for this tax, so any STR host must register with the Tax Administrator and remit the tax quarterly.

§ 3.32.030. Imposed. For the privilege of occupancy in any hotel, each transient is subject to and shall pay a tax rate determined as a percent applied to the rent charged by the operator. The rate of said tax shall be as set by resolution of the City Council. Said tax constitutes a debt owed by the transient and he shall pay the tax to the operator of the hotel at the time the rent is paid. .....
