Every building and structure in the City of Lenexa must be rat-stopped, freed of rats and kept rat-stopped and rat-free. It is unlawful for an occupant, owner, contractor, utility or plumber to remove rat-stoppage and fail to restore it, or to leave any new opening unsealed against rats.
