Anyone going door-to-door in Rochester to sell goods, take orders, show merchandise or conduct a survey must first register with the city clerk and carry a signed permit, under Code § 5-14-2. Registration doesn't apply to state-licensed activities, permitted nonprofit fundraisers, or delivery route salespeople, and solicitation between 8:00 p.m. and 8:00 a.m. is unlawful regardless.
