Rochester defines reclaimed water as water collected from rooftops, paved surfaces or similar devices, or water reused more than once before it returns to the natural water cycle, and carves it out of the city's emergency outdoor irrigation ban. When the governor declares a critical water deficiency, every other form of outdoor irrigation is prohibited except areas watered with reclaimed water.
