In Sheboygan, Sec. 26-653 makes the owner of a structure or property responsible for exterminating insects, rodents, vermin and other pests in all exterior areas, except that the occupant of a single-family dwelling handles the exterior extermination. Owners also answer for infestation caused by a dwelling that is not rat proof and insect proof, and premises must be graded so no stagnant water stands.
