In Sheboygan no swimming pool, whirlpool or spa can be constructed, altered, remodeled or improved unless a permit is first obtained from the city planner or his designee. Sec. 26-1028 requires scaled plans, equipment layout, chlorinator details, pool capacity and the proposed location on the tract with the application.
