Pool Permits
Toledo requires a Certificate of Zoning Compliance for any above-ground or in-ground residential pool deeper than 24 inches, per Building Code § 1307.12. Shallower kiddie pools are exempt. Commercial pools pay a $50 base fee plus $0.15 per square foot on top of the same zoning certificate, and installations may also require bonding under § 1307.03(C)(11).

Toledo's Zoning Code requires every residential swimming pool, in-ground or portable, to be enclosed by a barrier fence at least 4 feet high with locking access gates. In-ground pools must also sit at least 8 feet from side or rear lot lines; portable pools need only a 3-foot setback. A 4-foot-tall above-ground pool with its ladder removed or locked can substitute for a separate fence.
