Troy Code Chapter 13 blocks any exterior construction, alteration, repair, moving or demolition of a designated Historic Resource or Landmark, including Old City Hall, Caswell House, Poppleton School, Old Troy Church and the Parsonage in the Troy Museum and Historic Village, unless the seven-member Historic District Commission issues a certificate of appropriateness or a notice to proceed first.
