Troy requires anyone soliciting donations or peddling goods door to door to obtain a permit or license from the City Clerk before starting. Applications must be sworn and filed at least 21 days before the desired start date. The Clerk must deny applicants with felony convictions, home invasions, or theft-related misdemeanors within the past decade. Soliciting or peddling without a valid permit is a misdemeanor punishable by up to a $500 fine, 90 days in jail, or both.
