Troy, MI Soliciting & Door-to-Door: Solicitor Permits (2026)

Chapter 74 of the Troy City Code requires a City Clerk permit before any charitable, educational, or philanthropic solicitation, and a separate peddler license before selling or taking orders for goods house to house. Solicitation applications must be sworn and filed at least 21 days before the requested start date, listing the applicant's identity, purpose, method, and planned dates and hours. Peddler applicants must submit a 2-inch by 2-inch photograph taken within 60 days, fingerprints, a driver's license number, and a description of the goods sold; peddler license fees are set under Chapter 60 and may be adjusted by the City Manager if they burden interstate commerce.

The Clerk must deny an application if the applicant has a felony conviction involving force, weapons, theft, or fraud; a home invasion or breaking-and-entering conviction; a theft-related misdemeanor within the past 10 years; a peddling or soliciting crime within the past year (three years for peddlers); a suspended or revoked license in any jurisdiction within the past year (three years for peddlers); or works for an employer with more than three Chapter 74 violations in the past year. A denied applicant may appeal in writing to the City Manager within 14 days, and the City Manager must issue a written determination within 10 days after consulting police, code enforcement, or other city officials; that determination is final.

Permits and licenses run no longer than one calendar year, are nontransferable, and each solicitor must carry a copy while working. Vehicles used for peddling must park within 12 inches of the curb and move on once sales to present customers are complete.
