Farmington Hills, MI Soliciting & Door-to-Door: Solicitor Permits (2026)

Chapter 20 splits door-to-door activity into two tracks. Solicitors, who work on behalf of a charitable, religious, or political organization, register under § 20-3 by filing an application with the city clerk that discloses the individual's or parent organization's name, addresses, officers, purpose of the solicitation, planned dates and hours, and any felony or moral-turpitude convictions; registration carries no fee and, once issued, is valid for up to 120 days, or up to three consecutive days per year if the activity is street-and-curb soliciting. Peddlers, who sell goods, take orders, or otherwise transact for compensation, must instead obtain a paid license under § 20-4 by submitting two photographs, a driver's license copy, a Michigan sales tax number or exemption basis, and a criminal history report obtained through the state's Internet Criminal History Access Tool (ICHAT) dated within 30 days of the application, plus the administrative processing fee set by council resolution.

The city clerk may deny a peddler license for a false application, fraud, a bad business reputation, a disqualifying conviction within the past ten years, being on a sex offender registry, an outstanding warrant, or a moving-violation record for vehicle peddlers. A peddler license also runs up to 120 days and is nontransferable. Section 20-10 requires a peddler to visibly display the license on the exterior of clothing and a solicitor to carry the registration certificate, tendering it on request to police, city employees, or the public.

Filing a knowingly false application under § 20-7 is itself a chapter violation, and a peddler's license can be suspended for up to 90 days or revoked by the city council under §§ 20-5 and 20-6.
