Wilmington has no ordinance naming sitting or lying on a sidewalk; instead, Sec. 11-13 bans obstructing traffic on a street, sidewalk, or crossing, or interfering with anyone else lawfully using it, and separately makes it unlawful to occupy a city bench or seating area in a way that interferes with others' use, including by storing belongings on it. Either violation is a misdemeanor.
