Lee's Summit, MO Code Violation Reporting: Common Violations (2026)

Lee's Summit adopted the 2018 International Property Maintenance Code with local amendments in Chapter 16. The violations residents most often report sit in Article II: Sec. 16-200 requires exterior property and premises "maintained in a clean, safe and sanitary condition," and separately bars unburied animal carcasses after 12 hours and standing water that breeds mosquitoes. Sec. 16-203 caps "weeds or plant growth in excess of 10\"" and requires the City to serve a notice of violation before prosecuting under Sec. 3; if the owner doesn't cut the weeds, the City or a hired contractor can enter and do it, billing the owner.

Sec. 16-211 and Sec. " Every one of these violations funnels into the same penalty schedule at Sec. 16-104, which amends IPMC Sec. 00)," or up to 90 days in jail, or both, with a minimum-fine schedule that escalates by offense count: $50 for a first offense, $100 for a second, $300 for a third, and $500 for a fourth or later offense. Sec. 4 narrows what counts toward that escalation: an offense is only "reoccurring" if the defendant "previously pleaded guilty of violating the same minimum standard at the same location," so a different violation type, or the same violation at a different address, resets to the $50 minimum.

Property owners aren't without recourse: Sec. 16-106 allows an appeal application, and Sec. 16-107 stays enforcement of the notice while the appeal is pending, except for imminent-danger orders and weed notices under Sec. 4, which proceed regardless. If a code official is refused entry after obtaining a search warrant under Sec. 16-103, that refusal is itself a separate ordinance violation.
