03(B) lists more than thirty specific conditions the City Council has declared public nuisances, but three recur most often in resident complaints to Code Enforcement. Item (9) covers the accumulation or storage of junk, trash or debris, including tires, lumber, household appliances, furniture, sinks, toilets or salvage materials, when it constitutes a fire or safety hazard or is stored so as to be visual blight or visible from a public street, alley or adjoining property. Item (18) covers the presence of abandoned, dismantled, wrecked or inoperable motor vehicles, motorcycles, recreational vehicles, trailers, campers or boats, cross-referencing the vehicle definitions in Title 5, Chapter 1.

Item (20) covers graffiti, defined in Title 5, Chapter 21, left to remain on exterior walls or facades of commercial or multi-unit residential buildings, fences and walls, or on the exterior of vehicles parked on public streets or driveways or otherwise visible to the public. 05 requires a written Declaration of Public Nuisance and Notice of Intent to Abate be served on the owner or tenant, identifying the violated section and giving at least thirty calendar days to correct it. 04 and recover the cost as a lien or special assessment against the property. Owners can appeal any declaration to the Public Nuisance Hearing Officer within ten calendar days of service.
