020, Nuisances Defined, is the working checklist that Code Enforcement and Provo police use when a property complaint comes in. It declares it unlawful and a public nuisance for anyone owning, renting, leasing, occupying, or controlling property to allow any of 29 enumerated conditions, including: noxious weeds along sidewalks or vacant lots (item 6); refuse or junk visible from a public street, alley or adjoining property, with an exception for stacked firewood (item 10); inoperative, unregistered, or dismantled vehicles including RVs (item 18); a deteriorated wall, sign, fence, gate, or hedge that is a hazard (item 19); graffiti visible from a public street (item 20); construction materials such as dirt, sand, or gravel dumped in a right-of-way for an unreasonable time, or uncorrected unpermitted grading (item 14); trash cans left at the curb more than 24 hours after collection day (item 15); and buildings that are abandoned, partially destroyed, or left unfinished for six months or more (item 21(c)).

Item 23 extends the list to "any violation of the Provo City Code expressly declared to be a public nuisance," pulling in other titles. 050 makes it a misdemeanor to maintain a nuisance after receiving notice to abate, with notice served in person or mailed to the owner's address of record with the county recorder, meeting the requirements of Utah Code 10-11-2(2)(c). 030 allows administrative civil fines under Title 17. 010 is protecting health and safety, neighborhood stability, and property values.
