Clay, NY Code Violation Reporting: How to Report (2026)

Complaints about suspected building, fire-safety or property-maintenance violations in the Town of Clay (outside the Village of North Syracuse) go to the Code Enforcement Officer, who administers Chapter 80, Building Code Administration, of the Town of Clay Code. Under § 80-16, Complaints, the Officer "shall review and investigate written complaints which allege or assert the existence of conditions or activities that fail to comply with the Uniform Fire Prevention and Building Code, Energy Code and the Code of the Town of Clay." A written complaint is required; the Officer then follows whichever of four steps fits the case: inspecting the alleged condition and documenting the results; if a violation is found, notifying the owner and giving an opportunity to abate, correct or cure it, or proceeding under the enforcement provisions of § 80-21; issuing a stop-work order where appropriate; and, once a violation is corrected, performing a follow-up inspection and filing a final written report with the complaint.

Fire-safety and property-maintenance inspections themselves are also scheduled under § 80-14, with assembly and school buildings checked at least every 12 months and multiple dwellings and other nonresidential occupancies every 36 months. The Code Enforcement Officer and inspectors may issue appearance tickets for any violation of the Uniform Code or the Town of Clay Code under § 80-21.B, and orders to remedy must be served on the owner personally, by registered or certified mail, or posted on the property. Fees for inspections and permits tied to a complaint follow the schedule adopted under § 80-22.
