Fountain Valley, CA Code Violation Reporting: How to Report (2026)

Section 14.18.070(c) of the Fountain Valley Municipal Code is titled Reporting Mechanism, Hotline. It establishes a water waste hotline or hotlines, by telephone and/or website, and prints the web address www.fountainvalley.org/199/Water-Division. The code text prints no telephone number, so the website is the only contact detail in the ordinance. The channel is for residents to report violations of Chapter 14.18, which covers permanent water conservation in the City of Fountain Valley: watering potable water between 9 a.m. and 6 p.m., watering during or within forty-eight hours after rain of at least one-fourth inch, runoff beyond incidental amounts, washing down driveways and sidewalks, washing vehicles without a shut-off nozzle, and leaks left unrepaired past seventy-two hours.

Section 14.18.080 directs the city manager and all officers and employees to enforce the chapter and has the city manager or designee administer it, and Section 14.18.020 names the city manager or designee as the water conservation officer. Once a violation is confirmed, Section 14.18.100 requires written notice posted or presented at the site, stating the time, date and place, a description of the violation, how to fix it, a correction date and the appeal and hearing rights, with a copy mailed to the address, the billed party or the owner. The hotline is a reporting tool for water waste only; the chapter does not extend it to other code enforcement topics.
