Miami-Dade County uses a multi-channel code enforcement reporting system. Residents can call 3-1-1 or (305) 375-3311, use the online 311 portal at miamidade.gov, or submit complaints through the official Miami-Dade County mobile app. The Department of Regulatory and Economic Resources (RER) is the primary code enforcement agency for unincorporated Miami-Dade County. Each of the 34 incorporated municipalities within the county has its own code enforcement department for areas within their boundaries. After a complaint is filed, a County Code Inspector investigates the property and documents any violations. If a violation is confirmed, the inspector issues a Uniform Civil Violation notice. The property owner then has the right to correct the violation within a specified timeframe or request an administrative hearing through the Clerk of Courts, Code Enforcement Office. Complaints can be filed anonymously. The county's code enforcement system is quasi-judicial, with Special Masters hearing contested cases.
