The Maricopa County Code Compliance Division, part of the Planning and Development Department, investigates zoning and building code violations in unincorporated Maricopa County. Complaints can be filed via the online form at maricopa.gov/FormCenter, by calling the Planning and Development Department, or by visiting in person. All complainant information remains confidential unless subpoenaed in court proceedings. The division investigates: unpermitted construction, zoning violations, property maintenance issues, unpermitted businesses, illegal signs, and land-use violations. For incorporated cities (Phoenix, Scottsdale, Mesa, etc.), residents must contact that city's code enforcement. Maricopa County adopted the International Building Code with local amendments. The department also handles investigations of structures built without permits on neighboring properties.
Violations may result in corrective action notices, stop-work orders, and referral to the Maricopa County Attorney's Office. Fines and legal action are possible for non-compliance.
