In unincorporated Catoosa County, illuminated billboards along the interstate and other roads may use only base-mounted lights activated by photo-electric cells under Unified Development Code § 5.05.10 and § 5.05.11. Neon, animation, running lights and motion-effect materials like 'Solaray' disc panels are prohibited outright, and electronic or changeable-copy billboard faces are banned entirely, unlike smaller commercial signs.
