Clark County bans specific lighting on off-premises billboards countywide: no emergency-look lights, no flashing or colored flashing beyond white, and no rotating or revolving beams. Illumination also cannot interfere with traffic signals or a neighbor's quiet enjoyment, under Code § 156.46(D).
