In unincorporated Cleveland County, every outdoor swimming pool must be enclosed by a fence or equal barrier at least 4 feet high, fitted with a self-locking, positive self-latching gate that carries hardware for permanent locking, under Sec. 12-138(e) of the Unified Development Ordinance. The code states the rule exists specifically to guard against drowning by restricting pool access.
