Dakota County Ordinance 107 sets park hours from 5:00 a.m. to 10:00 p.m. It is unlawful to enter or remain in a county park, such as Lebanon Hills, between 10:00 p.m. and 5:00 a.m., except with a permit or a valid camping permit in a designated campground.

County Parks shall be open to the public from 5:00 a.m. until 10:00 p.m. unless otherwise designated by the Park Director. It shall be unlawful for any person to enter or remain in a park between 10:00 p.m. and 5:00 a.m. or such hours as may be posted by the Park Director.
