In Dearborn County, Indiana, it is unlawful for any person standing, sitting, walking or otherwise located on a highway to solicit contributions of any nature from the occupants of motor vehicles. The same section bars handbill distribution and sales to motorists. A violation is a traffic infraction with a $100 fine for a first offense and $250 for any subsequent offense.
