In Lincoln, the owner of every dwelling must provide for collection and removal of solid waste by a licensed waste hauler at least once a week (LMC 8.32.205). Buildings with more than two units require twice-weekly pickup. Rural Lancaster County residents arrange their own licensed-hauler service.

Because Lincoln residents use private licensed haulers, curbside setout day and time are set by the hauler, not a city curfew. City code (LMC 8.32.210) requires owners to furnish enough receptacles for all waste, and tenant-abandoned waste must be removed within 48 hours of a rental being vacated.

Solid waste left on the premises of a rented or leased dwelling by a tenant or occupant who has vacated said dwelling is the responsibility of the owner, agent, or manager of said dwelling and said owner, agent, or manager shall remove that solid waste from the premises within forty-eight hours after vacation.
