Lancaster County classifies carnivals, circuses, fairs, festivals and musical festivals as an "Annual Attraction Event." On land zoned Agricultural, the event is allowed as a conditional use under the county zoning resolution, capped at one event per calendar year per site, and organizers must register the event with the Lancaster County Clerk before it opens to the public.
