Pierce County bars peddlers and solicitors from blocking sidewalks or streets while selling. PCC 5.10.150 makes it unlawful to obstruct passage of any sidewalk, street, avenue, alley, or public place by causing people to congregate where goods are being sold.

It is unlawful for any person, either selling, or offering for sale, any article, by peddling or soliciting in any place, to obstruct or cause to be obstructed, the passage of any sidewalk, street, avenue, alley or any other public place, by causing people to congregate at or near the place where are article is being sold or offered for sale.
Encroachment Permits
Pierce County requires written permission from the County Engineer before anyone places, erects, or installs any object or encroachment within a county road right-of-way. Objects installed without that written permission are declared illegal and the county can remove them at any time. Only mailboxes and attached newspaper boxes set back from the roadway are exempt, and even those still need Engineer approval.
