Encroachment Permits
Before cutting into a highway, sidewalk, pavement or curbing to build or connect to the county sewer system, contractors and property owners in Rockland County must get permission first: from the Town Superintendent of Highways on a town road, the County Highway Department on a county road, or NYSDOT on a state highway. The rule sits in the sewer system's construction article, Chapter 345.
