Encroachment Permits
Anyone who wants to open, improve or privately use a county road right-of-way in unincorporated Skagit County, other than for utility work, must first get a permit from the County Engineer under SCC 11.16.010 and 11.16.025. A Right-of-Way Permit covers access serving more than four lots and requires engineered plans, signage costs and County Engineer sign-off before use begins.
