Public Urination

Intentionally urinating or defecating in public where anyone could observe it is a civil infraction in unincorporated Snohomish County under SCC 10.04.120, part of the county's offenses against public decency chapter. The maximum civil penalty is $100, since the offense is classified as a class 3 infraction.

10.04.120 Urinating in public. A person is guilty of urinating in public if he or she intentionally urinates or defecates in a public place other than a washroom or toilet room under circumstances where such act could be observed by any member of the public.

Loitering Rules

Snohomish County's only loitering ordinance covers its own airport, Paine Field: no one may disrupt, slow, or impede normal airport operations, and the county can direct anyone loitering on airport property to leave, under SCC 15.08.203. There's no general anti-loitering law for other public spaces in the unincorporated county.

Outdoor Smoking Restrictions

At Snohomish County Airport (Paine Field), lighting up is banned within 100 feet of aircraft being fueled, fuel trucks, or fuel-storage buildings, inside hangars except in marked areas, and anywhere posted "NO SMOKING." Discarding lit smoking materials on airport property draws a fine under SCC 15.08.126.
