Any mobile food cart or truck operating in Whatcom County is a 'food establishment' under the state Retail Food Code and needs a permit from the Whatcom County health department before serving food. WCC § 24.03.040 caps every permit at one year and lets the department suspend one for red high-risk violations or refusing an inspector.
