Winnebago County declares a housing unit "substandard" under Code Sec. 18-236 whenever it has any of thirteen listed defects, from inadequate sanitation and structural hazards to a lot buried in "weeds, vegetation, junk, dead organic matter, debris, garbage" or other fire and safety hazards. A repeat or ignored violator can also be hit with a public blight sign under Sec. 1-14, posted in the road right-of-way naming the owner.
